Apple announced the iPad mini (2) with Retina Display starting at $399 for the 16GB models come in silver or space gray. It has the same A7 processor as the iPad Air with price points $100 less than the iPad Air across the board. It will out later in November. The price of the iPad mini has been reduced to $299.99 for the 16GB model and $429.99 for the 16GB Wi-Fi & Cellular model.

The 7.9" screen has a 2048-by-1536 resolution at 326 pixels per inch (ppi).
The faster A7 processor has 64-bit architecture with up to 4X faster CPU performance 8X graphic performance and 10 hour battery.
Wi-Fi for the iPad mini Retina has two antennas that supports Multiple-In-Multiple-Out (MIMO) technology, with a fast data rate up to 300 Mbps. Cellular models have expanded LTE and DC-HSDPA, HSPA+ radios.
The new iPad mini Retina is loaded with iOS 7, with new features, including Control Center, Notification Center, improved Multitasking, AirDrop, enhanced Photos, Safari, Siri and introduces iTunes Radio, a free Internet radio service based on the music you listen to on iTunes.
The iPad mini Retina costs $499 for the 32GB model, $599 for the 64GB model and $699 for the 128GB model.
iPad mini with Retina display Wi-Fi + Cellular models will be available for $529 for the 16GB model, $629 for the 32GB model, $729 for the 64GB model and $829 for the 128GB model. Additionally, the original iPad mini is now offered at a more affordable price of $299 for the 16GB Wi-Fi model and $429 (US) for the 16GB Wi-Fi + Cellular model for either AT&T, Sprint or Verizon.
